The Federal Government has initiated extradition proceedings against a Nigerian, Lawal Olaniyi Babafemi, suspected to be member of the terrorist organisation, Al-Qaeda. 32-year-old Babafemi, also known as "Abdullah" and "Ayatollah Mustapher," is wanted by the American government for his alleged involvement in terrorism related activities. Consequently, the federal government, through the ministry of foreign affairs, has applied to a Federal High Court in Abuja for the extradition of the suspect to the United States. The application for extradition filed by the government before the court, exhibited a four-count charge marked: 13CR-109-JG, against Babafemi before the United States District Court of the Eastern District of New York and a bench warrant issued for his arrest by a US magistrate. He is charged with "conspiracy to provide support to a foreign terrorist organisation, provision and attempted provision of material support to a foreign terrorist organisation, unlawful use of firearms and conspiracy to unlawfully use firearms." | The offences, on conviction, attract a minimum sentence of 10 years and maximum of life imprisonment. Babafemi, who until now, was based in the US, fled to Nigeria upon realising that he was to be arrested by men of the United States' Federal Bureau of Investigation (FBI). The proposed establishment of ten new colleges of education by the Government of Ghana has been shot down by the Forum for Education Reform (FFER), arguing that such an idea was good but would not help the country to address the numerous challenges confronting its educational sector. The Forum considers that a more cost effective and efficient way for government to achieve its laudable objective of improving teacher education lies in the expansion and improvement of current facilities within the existing 38 colleges. "This would expand capacity and improve quality with less public expenditure," noted the Forum which is made up of eminent Ghanaians, educationists, leaders of industry, business people and researchers. The position of the fourteen-member Forum under the Chairmanship of Sir Sam Jonah was circulated in a statement they signed and released in Accra yesterday by their sponsoring institution, IMANI Center for Policy and Education. In the opinion of the group, despite the upgrading of existing colleges to tertiary status, there still exist pertinent issues that borders on quality. According to the Sam Jonah-led Forum, there was the need for the Government of Ghana to improve on the quality of output of the Colleges before thinking of establishing new ones. | The Forum was of the strong belief that quality could be achieved by improving on the existing facilities, updating the quality of instruction, infusing technology, updating the teaching methods and models, among many others. Three renowned constitutional lawyers, Prof Itse Sagay (SAN), Mallam Yusuf Ali (SAN) and Mallam Abubakar Malami (SAN) have told the Independent National Electoral Commission (INEC) that the merging political parties seeking to be registered as All Progressives Congress (APC) have crossed the constitutional hurdles. There has been anxiety that INEC has been put under intense pressure from politicians to deny the APC registration. This is even as security may be beefed up in the nation’s capital, Abuja, following the threat by the leadership of the yet-to-be-registered APC to storm the city if INEC refused to announce its registration. But the electoral body has since denied that it was under any form of pressure to stop the merging parties from being registered. The chief press secretary to the INEC chairman Prof Attahiru Jega, Mr Kayode Idowu, has denied the report of any plan to frustrate the merger, stating that there was no basis for the parties to exercise any fear as the Electoral Act was clear on merging processes. The Nigerian Union of Journalists (NUJ) has called on the Federal Government to permanently drop the charges against LEADERSHIP Newspapers Group and two of its staff members. The NUJ made this call in a statement by its national secretary, Shuaibu Usman Leman in Abuja yesterday. Nigerian President Goodluck Jonathan will visit China next week in a trip aimed at signing infrastructure deals and boosting trade between the Asian power and Africa's biggest oil producer, officials said Wednesday.Nigeria, Africa's most populous nation, has borrowed money from China to finance infrastructure projects, and Beijing has shown increasing interest in Nigeria's oil industry. SAULAWA, Nigeria (Reuters) - Down a winding dirt track in this sleepy village in northern Nigeria lies a corn farm which looks much like the dozens that surround it. The difference is, this one is turning a profit. "I can barely lift my 8-year-old. He's the fattest in the village," said Ibrahim Mustapha, 50, drawing laughter from his fellow farmers as he pretends to lift up his chubby son. The Babban Gona or "Great Farm" project, in northern Kaduna state, is one of a handful where private investment is helping former subsistence farmers like Mustapha make profits for themselves and the companies backing them. When President Goodluck Jonathan was elected two years ago, he pledged reforms that would transform the lives of tens of millions of farmers who live on less than $2 a day despite occupying some of Africa's most fertile land. Oil remains the main source of foreign currency and state revenues, but agriculture is by far the biggest contributor to GDP, making up 40 percent of Africa's second largest economy. With 170 million mouths to feed and a growing food import bill thanks to the disarray in the farming sector, agriculture ministry officials say there's no time to lose. If productivity does not improve Nigeria could face a food crisis within a decade, its current account surplus would be wiped out and the credit worthiness of Africa's second biggest debt issuer would be under threat. "If we did nothing, it would be a disaster," Agriculture Minister Akinwumi Adesina told Reuters in the capital. "We don't eat oil, we don't drink it ... Ce livre salutaire de Catherine Colliot-Thélène souhaite nous déprendre de deux définitions consacrées de la démocratie : celle qui l’identifie au gouvernement du peuple et celle qui la fait reposer sur un peuple à l’identité définie et stable. Pour l’auteur, ces deux illusions ne possèdent pas le même statut philosophique ni historique. L’intérêt de cette critique est de nous « libérer de l’utopie d’un démos unitaire » (p. 196) et de proposer une détermination de la citoyenneté correspondant à la mondialisation, qui a pour effet de multiplier les pouvoirs avec lesquels les citoyens entrent en relation.

The Speaker, House of Representatives, Alhaji Aminu Tambuwal, has said a revolution is due in Nigeria because of endemic corruption in the country, coupled with the general disaffection of the people with the ruling elite. He said the kind of conditions that must subsist in order for any talk of revolution to be taken seriously were widely evident. Tambuwal stated these in Lagos on Tuesday at the 2013 Distinguished Management Lecture of the Nigerian Institute of Management (Chartered). The occasion had the theme, ‘The role of the legislature on the economic, infrastructural and ethical revolution in Nigeria’, where he was invited as a guest speaker. He said, “The most compelling reasons for revolution throughout the ages were injustice, crushing poverty, marginalisation, rampant corruption, lawlessness, joblessness, and general disaffection with the ruling elite. You will agree with me that these describe conditions in our nation now, to a very large degree.” | Tambuwal, who was represented by the Chairman, House of Representatives Committee on Legislative Budget and Research, Mr. Opeyemi Bamidele, said over the years, successive governments made efforts to deal with this menace, but to no avail. “That these conditions exist is well known to all persons in authority but the results of these successive efforts have failed to yield the desired results. Gunmen in central Nigeria have attacked three villages killing at least 28 residents in a feud over cattle, a military spokesman has told the BBC. Capt Salisu Mustapha said the security forces responded, killing 20 gunmen. He said Fulani herdsmen were thought to be behind the attack on the Taroh community in Plateau state after hundreds of their cattle were stolen. Two villages in a nearby Fulani and Hausa community were subsequently burnt and the residents had fled, he said. Abuja, Nigeria, June 27, 2013--Nigerian authorities should stop the legal harassment of journalists in connection with a critical story about President Goodluck Jonathan's political plans, the Committee to Protect Journalists said today. A reporter and editor for the Nigerian daily Leadership, and a representative of the Leadership parent company, were arraigned in court today and charged anew with forgery along with new counts that could put them in prison for life. "These excessive criminal charges are intended to deter critical coverage of the president as elections draw nearer," said Peter Nkanga, CPJ's West Africa consultant. "Authorities should drop these charges immediately." Tony Amokeodo, political editor, and Chibuzor Ukaibe, political reporter, and Omofuma Juliane, a secretary representing Leadership Group Ltd., were charged at the Abuja High Court with forging a presidential memo that described plans to increase gas prices and to sabotage a merger of opposition parties ahead of the 2015 general elections, according to the newspaper. The president's office has denied that the document is authentic and said it was designed to mislead the public and discredit the president, news reports said. Journalists with Leadership have said they believe the document is genuine and are standing by the April 3 story. | Amokeodo and Ukaibe and Leadership Group Ltd. were charged on 11 counts, including forgery, conspiracy to commit a felony, inciting feelings of disaffection against the president, and inducement to commit an offense against public peace, Ugo Udoji, the journalists' lawyer told CPJ. Health experts say government must do more to stop the trend. By Tobore Ovuorie Nigeria has the highest number of children contracting the Human Immunodeficiency Virus, HIV, in the world, the latest report by the United Nations has shown. The report says nearly 60,000 Nigerian children were infected with the virus in 2012, a figure higher than that of any other country in the world, and is a source of worry for experts with one describing it as “alarming.” The report titled “2013 PROGRESS REPORT ON THE GLOBAL PLAN: towards the elimination of new HIV infections among children by 2015 and keeping their mothers alive” is the most recent on the global plan which seeks an elimination of new HIV infections among children by 2015, as well as keep their mothers alive. The programme was launched in July 2011 at the UN General Assembly High-Level Meeting on AIDS (acquired immune deficiency syndrome). Also, despite the efforts of the federal and state governments to check the spread of HIV, the report shows that the prevalence rate of HIV among Nigerian children has remained relatively stagnant with no significant improvement; while that of several other countries was improving with fewer prevalence rates than before. “In several countries, the pace of decline in the numbers of children newly infected has been slow and the numbers have actually risen in Angola. Nigeria has the largest number of children acquiring HIV infection- nearly 60, 000 in 2012, a number that has remained largely unchanged since 2009,” the report stated. Nigeria affects the world The UN said it is worried about the prevalence rate of HIV among Nigerian children. | The global body warned that if Nigeria doesn’t sit up in curbing HIV in children, the global target, part of the Millennium Development Goals, MDGs, will not be realised by 2015. “Without urgent action in Nigeria, the global target for 2015 is unlikely to be reached,” the report stated. Also, while Nigeria witnessed stagnancy, since 2009, in the prevalence of HIV among children, several other Sub Saharan African countries, witnessed a massive reduction in the prevalence rate of the condition. The Federal Government troops deployed to Yobe and Borno have captured some notorious leaders of the terrorist group, Boko Haram, and recovered various weapons. Brigadier General Chris Olukolade, Director of Defence Information, disclosed this in a statement issued in Abuja on Tuesday. In the statement, Mr. Olukolade gave the report of a nine-member Defence Headquarters Operational Assessment Team, sent by the Chief of Defence Staff, Admiral Ola Ibrahim, to the two states. Mr. Olukolade said the team visited troop locations in various parts of Borno and Yobe. | “The commanding officer narrated the conduct of the operation to rid the (Sambisa) forest of the insurgents who had made the location their sanctuary,” he said. The Minister for Local Government and Rural Development, Mr. Akwasi Oppong-Ofosu says Ghana recorded a total of 9,542 cholera cases with 100 deaths in the year 2012 due to improper waste management. He was speaking at the launch of the Environmental Sanitation Campaign using the Ghana Student Industrial Attachment Programme under the theme ‘Improved Sanitation: the role of the Students, Media and Stakeholders”. According to the minister, several districts in eight regions including the Greater Accra, Eastern, Brong Ahafo, Western, Volta, Ashanti, Northern and the Uppers East Regions were affected due to bad sanitation. Mr. Oppong-Ofosu says further reports then indicated that most of the affected districts have had regular re-occurring cholera outbreaks due to factors such as poor supplies of potable water, poor household and environmental sanitation and floods leading to contamination of water sources with the associated poor hygiene practices by the population. | He said cholera has become endemic in many parts of the country especially due to lack of basic sanitary practices and lack of public awareness among the populace. ECCAS, ECOWAS Foreign Ministers and Gulf of Guinea Commission met in Yaounde on Saturday. It took over five hours of intense brainstorming to come up with a reference document on maritime safety and security in the Gulf of Guinea for discussion by Heads of State and Governments of the Economic Community of Central African States (ECCAS) and Economic Community of West African States (ECOWAS) in Yaounde from today June 24 to 25, 2013. The event is the first-ever ECCAS, ECOWAS and Gulf of Guinea Commission (GGC) summit. Foreign Ministers of the two regions met at the Ministry of External Relations in Yaounde on Saturday June, 22, 2013 under the Chair of Cameroon's Minister of External Relations, Prof. Pierre Moukoko Mbonjo. In his preliminary statement to the press ahead of the in-camera session, Prof. Moukoko Mbonjo said they were going to discuss | what was agreed on March 19, 2013 in Cotonou, Benin in preparation for the current summit. At least 48 people were killed and scores of others were injured when gunmen attacked Kizara village in Tsafe local government area of Zamfara State last Tuesday. Among those killed in the attack were the district head, the chief imam and the leader of the local vigilante group. In what must rank as one of the most atrocious deeds in the annals of Nigerian crime, the gunmen laid siege to the village for a full five hours. Survivors said the gunmen arrived at the village on several dozen motorcycles at about 4am and proceeded to sack it for the next five hours. They fired at the villagers at random, while some groups of the gunmen went from house-to-house looking for vigilante group members that they said had been threatening them for a long time. Some of the gunmen also climbed atop a hill behind the village and shot at people trying to escape the attack. They also repelled a vigilante relief squad that tried to come in to help from neighbouring villages. Eleven of these helpers were killed. The gunmen also set fire to many houses and shops before they fled the village. The attack at Kizara was the deadliest but it was by no means the only one in the series of bandit attacks on villages in Zamfara State over the past two years. In November last year, 20 people were shot dead in a similar attack in Kabaro town. A month earlier, 27 people were killed at Dangulbi, while 15 people died in a similar | attack at Birnin Magaji in February 2012. These were preceded by the August 2011 attack in which 19 died at Lingyado town. In all these episodes the motive appeared to be the same: the gunmen were out to exact revenge from vigilantes that had previously arrested armed robbers terrorizing local traders. The vigilante groups themselves had sprung up in response to the activities of the armed bandits who in recent years have almost grounded rural economies by attacking traders going to or returning from village markets as well as by rustling cattle herds. The inability of the authorities to do much by way of protecting them drove the locals to organise and help themselves, which in turn led to these deadly revenge attacks. continued |

Again, the nation's aviation ministry is in the news for the wrong reasons. A disused plane with registration number N972TF formerly owned by the late Apostle Gabriel Oduyemi of Bethel Ministries, Ajah, Lagos, was on Thursday last week abandoned at a filling station located in Igando, a suburb of Lagos. Reports said that the plane was being towed from the Murtala Muhammed International Airport (MMIA) to Badagry before it had a burst tyre, which forced those towing it to abandon it. Not surprisingly, this incident caused panic among the residents who thought that the plane had crash- landed. It is not out of place to ask: why was that scrap plane towed at that unholy hour? Is it the practice within the aviation industry for scrap planes to share the same road with cars? Why was the disused plane not dismembered before it was taken to its new abode? With the size of that aircraft, would it not have caused traffic logjam, given the nature of traffic on Lagos roads, irrespective of the time of night it was being towed? Did those who were towing the disused aircraft obtain clearance from the appropriate authorities before embarking on the trip? There is an urgent need for the Lagos State government to investigate this development and prosecute any person or group of persons who might have violated the law. Law enforcement agents should no longer continue to fold their hands and watch a few | individuals and organisations flout laid-down rules and procedures with impunity. The nation is being ridiculed in the eyes of the civilised world. The explanation by the authorities of the Nigerian Airspace Management Authority (NAMA) that the scrap plane was until last Wednesday within its facility is not tenable. Both NAMA and the person or persons the scrap plane was released to ought to have known the best practices the world over. Nigeria cannot be an exception. NAMA cannot claim ignorance of what the rule books stipulate on an issue like this. Not long ago, its officials had cause to ground planes conveying state governors on the excuse that the pilots of those aircraft failed to meet operational guidelines. Why did the same NAMA authorise the towing of a disused plane from its facility even when it was aware of the associated hazards? continued |

PRESIDENT Goodluck Jonathan, Catholic Archbishop of Abuja, Cardinal John Onaiyekan, and the President, Christian Association of Nigeria (CAN), Pastor Ayo Oritsejafor Friday decried the erosion of moral values in the society and called for moral transformation to restore the country on the path of development. They spoke at the flag-off of the National Christian Campaign on Social Transformation in Abuja, with the theme, “I Be the Change You Want to See.” Urging Nigerians to return to God, the president said: “It would appear we have the society we deserve. In deed, we have lost moral values and principles; we have lost the values of hard work, respect for elders, truthfulness and contentment. analysis After heavily disputed elections at the Nigeria Governors' Forum in May, divisions are growing within President Jonathan's party. On Friday 24 May, governors from 35 of Nigeria's 36 states met in Abuja to elect the new chairman of the Nigeria Governors' Forum (NGF). Incumbent chairman and governor of oil-rich Rivers State, Rotimi Amaechi, defeated the president's preferred candidate, Jonah Jang, by 19 votes to 16. The result has left the ruling People's Democratic Party (PDP) in disarray: Amaechi has subsequently been suspended by the party, some have belatedly declared Jang the rightful winner. Both men presently claim to be chairman of the forum. Hudu Abdullahi, a senior lecturer in political science at Ahmadu Bello University, told Think Africa Press: "The political situation that is following the NGF elections is rooted in the ambition of Jonathan to stand again in 2015." With PDP fractures visibly deepening, many have argued that this is the clearest sign yet that Goodluck Jonathan's ability to unite the party is fading. With the 2015 election looming ever closer, is Jonathan losing his grip on power? Preventing Democratic Pressures Ever since its establishment in 1999, the National Governors' Forum has been a PDP stronghold. It has been chaired by five different men, all from the ruling PDP: Abdullahi Adamu of Nasarawa Sate (1999-2004), Victor Attah, the former governor of Akwa Ibom State(2004-2006), Lucky Igbinedion of Edo State (2006-2007), Bukola Saraki of Kwara state (2007-2011) and most recently Amaechi from 2011-2013. | Although it is not formally enshrined in the Constitution, the forum has played an influential role in Nigerian politics - most recently in the removal and partial reinstatement of the fuel subsidy in January 2012. And the author Michael Nnebe last week warned against underestimating the NGF: "To think that the NGF is not powerful would be a costly mistake. As powerful as Obasanjo appeared to be while in office, he had to get the approval of governors forum before he could successfully present Yar'Adua's name at the PDP primaries in 2007." However, under the stewardship of Amaechi things have changed. A move towards a more independent stance has not been well received. The presidency and pro-government political observers have accused the NGF of strong-arming the political centre on various national issues and transforming itself in a pressure group, whose authority rivals the executive. continued |

The Coalition of Ghanaian Voters wishes to urge the Justices of the Supreme Court to remain fair and firm in dispensing their duty to mother Ghana. We believe that the Justices are mindful of the fact that justice emanates from the people and shall be administered in the name of the Republic by the Judiciary which shall be independent and subject only to the Constitution. Our call is in response to the overt and covert efforts being made by supporters and sympathizers of petitioners to impugn the integrity of the court. Clearly, surrogates of the petitioners including the Let My Vote Count Coalition have again confirmed our suspicion of a plot to pressure the court to act in a certain way. We find it rather pretentious that a group which is in support of an unjustified effort to annul the votes of 4.6 million Ghanaian citizens, who have done no wrong, will purport to reflect the interest of those same citizens. | It is becoming obvious that an effort is in place to discredit the court and to promote a violent rejection of a verdict that goes against the petitioners. We are therefore not surprised that Let My Vote Count is invoking the Kenyan conflict after that country’s 2007 election as part of its effort to intimidate the Justices of the Court. The trend is clear and most Ghanaians remember the inciting statements made at events arranged by Let My Vote Count. Unlike Let My Vote Count, we believe that Ghana will remain peaceful, stable and united regardless of the outcome of the petition hearing. … continued |

Leadership of the Let My Vote Count Alliance (LMVCA), a group of young men from various political parties in country have expressed grave concern about the continuous delay in the ongoing election petition before the Supreme Court. They claimed lawyers for the respondents in the case were deliberately pushing for what they referred to as ‘technicalities card’ to delay the entire process. “Our genuine fear that the new strategy chosen by the respondents in the full glare of the public stands a very strong evil chance of sacrificing justice and therefore the pillars upon which our peace has been delicately built,” spokesman for the group David Asante, stated at a press conference in Accra yesterday. This strategy, according to him, was intended to “reduce this important election petition to be determined not by the substance of the thousands of evidence which the petitioners (Nana Akufo-Addo, Dr Mahamudu Bawumia and Jake Obetsebi-Lamptey) have brought for adjudication but the form by which those exhibits of evidence were filed and or served on the respondents”. “And this is what we believe is a dangerous precedent to be insisting on in this crucial case of our lifetime,” he emphasized. | Frustration Apart from that, the leadership of the LMVCA said “what even worries us most is the appearance of the blessing of the court even as the respondents pursue this agenda of theirs” insisting that “the court has given the respondents too much room with which they are beginning to stifle the entire process.” In view of this, they said “it is very frustrating even for those of us watching the proceedings on TV as the respondents hold the judges of the highest court and 25million Ghanaians to ransom as they insist on not disclosing the quantity of pink sheets served them by bailiffs from the registry and yet will not allow their witnesses to answer questions on pink sheets they claim have not been served.” … continued |

Uyo — THE University of Uyo in Akwa Ibom State was, Wednesday, closed down indefinitely as four students were reportedly killed during violent encounter with the Police. The students it was revealed had embarked on peaceful protest on the campus over the introduction of a new fare regime for the engineering and science students from the town campus to permanent site when the police arrived and allegedly opened fire that claimed lives of the students.. Following the killing of the students, some buildings on the town campus were burnt down last night. These included the office of the Vice Chancellor and that of the Registrar. The Vice Chancellor of the University, Prof. Comfort Ekpo, was said to have travelled to Abuja on official engagement when the incident occurred. Some Principal Officers of the University were reported to have . | been rescued from their hideouts through the use of ambulance escorted by the Peace on Campus Initiative of the University. When Vanguard visited the university, students were seen rushing out from the campus with their bags and valuable items as they were ordered to vacate their hostels immediately.
